Appeal to Punjab State Education Minister to expedite process of promotion of principals
##ad_1##MOHALI: General Categories Welfare Federations Chief Organizer Shyam Lal Sharma, GESSA President Sarbjit Singh Toor, School Principal Trakki Front President Amrish Shukla, SC-BC Trakki Front President Shalinder Singh and Lecturer Union District President Parveen Kaur, jointly praised the working of Education Minister Punjab and appealed to him to expedite the process of promotion of school principals. The last list of promotions of school principal was released in February 2010 and after that no promotions have been made so far. Promotions of 717 principals from lecturers were made on 15"” Feb-2010 in accordance with the orders Punjab and Haryana High Court dated 28th Jan-2010. On the basis of the seniority list of Lecturers Dated February 2009, Leaders of various organizations also appealed to Government that the tentative Seniority list of Lecturers released by the Ex D.G.S.E. Krishan Kumar should be withheld with immediate effect as this seniority list has not been framed according to the instructions issued, dated 22“d—October 1999 by the Government. . While addressing the press conference, Shalinder Singh stated that some of the lecturers belonging to SC Category, mostly related with the subjects like Punjabi, History, Political Science and who have already availed the benefit of several promotions, are opposing the seniority list of February 2009 and are creating hindrances in the promotions of principals according to the Final Seniority list of February 2009, Although they have not been given any relief in the matter by the Court. Gajjan Singh v/s Punjab Government is pending in the Court, vide which they had challenged the final Seniority List. Out of the 717 Principals promoted on the basis of February 2009 Seniority List there were155 belonging to the SC Category got promotion and now if the promotions are made form this final seniority, 28 more Lecturers will be promoted belonging to the SC Category. Tentative Seniority list released in October 2010 is injustice to the Lecturers belonging to the SC category who are Lecturers in the tough subjects like Physics, Chemistry, Bio, Math, Commerce and Geography. ##ad_2##GESSA President Sarbjit Singh Toor said, “Presently more then 850 posts of Principals are lying vacant in the state which is required to be filled immediately to avoid the adverse effect on the school administration and studies of the students.” 414 lecturers have retired in the last year, without promotion whose cases are with the Department for promotion of Principal, it also includes 92 lecturers belonging to the SC Category, whereas 400 cases of lecturers were called for promotion in the month of April-2010 from the same Final Seniority list Feb-2009. The Department has not taken any step to complete the process of promotion and these cases are still pending with the Department out of which 135 Lecturers have retired. It is pertinent that the teachers appointed in 1980 and promoted as lecturer in 1991 are retiring without promotions as Principal even after completing 30 years of service. Shyam Lal Sharma, Chief Organizer, General Categories Welfare Federation alleged that Department is misleading the Court in the CWP 169 of 2010. It will soon make the promotions of principals after finalizing the seniority list whereas the Final Seniority list of Feb~2009 of lecturers already exists with the Department on the basis of which the promotions have been made in February 201O and cases for promotion are already called by the department. But now in the last one year department has not taken any step to complete the process of promotions on basis of the Final Seniority list. All the leaders of various associations appealed to the Punjab Govt. that the promotions be made before 31st March 2011 , otherwise they will be forced to adapt the path of agitation to get justice.
