Haryana CM asked officers to remain in office for fixed hours |

CHANDIGARH: Haryana Chief Minister, Bhupinder Singh Hooda has instructed all the Administrative Secretaries, Head of the Departments, Commissioners and Deputy Commissioners to promptly redress the grievances and complaints of the people of the state.
A circular to this effect has been issued by the Chief Secretary,Urvashi Gulati wherein the officers have been instructed to remain available in their offices between 11 am to 12 noon on all working days for the purpose of meeting the public for prompt redressal of their grievances and complaints. In case, they are out of station then next officer be designated to hear the public grievances. It has also been instructed to all the senior officer of the state Government to streamline the functioning of their offices, bring efficiency and curtail the menace of absenteeism besides redressing the grievances of the public speedily. To avoid the situation of people to visit time and again to the offices, the officers have been instructed to remain available in their offices between 11 am to 12 noon on all working days for the purpose of meeting the public for redressal of the grievances. The Administrative Secretaries and Head of the Departments are further requested to hold meetings normally between 9 am to 11 am and after 4 pm onwards as office work suffers due to frequent meetings throughout the day. It has been emphasized that Heads of the Department should undertake field visit on a regular basis and Administrative Secretaries should visit the field offices at least two days in a month and cover all the districts once in a year. Hence, the Administrative Secretaries should visit the field offices twice in a month and Heads of the Departments thrice in a month to check the attendance, to review the progress of development works and schemes and speedy disposal of work. Head of Department should submit tour notes to the Administrative Secretary. Head of Department should regularly convene monthly review meetings for better coordination and effective implementation of schemes. The Head of the Department should hold a monthly meeting with the other subordinate senior officers for determining the priorities, fixing time target, evaluating progress and for programme-cum-policy review. The Administrative Secretary should also address these meetings. To bring about greater efficiency in the Administration, the Administrative Secretaries and Heads of Departments should adhere to as well as stress upon their subordinate staff to be punctual. |
