CHANDIGARH: New Chief Justice of the Punjab and Haryana High Court, Justice Mukul Mudgal's swearing-in ceremony on December 5, has become a controversy for Punjab Governor, retired General SF Rodrigues.

Five former Chief Justices and a former Supreme Court Judge have written to him with copies to the Prime Minister and President.

The letter alleges that Governor of Punjab insulted the judiciary as the Chief Justice designate was asked to sit with the invitees.

Several former Chief Justices have alleged that Rodrigues breached protocol and insulted the judiciary. However, lawyers at the Punjab and Haryana High Court preferred to refrain from commenting either ways, considering the high rank of the officials involved.

Former chief justices have expressed their displeasure and regret at the behaviour of the Punjab Governor but the lawyers of the High Court remained are divided on the issue.
