Bharadwaj promises separate HC for Haryana

CHANDIGARH: The Union Law and Justice Minister, Hansraj Bhardwaj Tuesday assured the Haryana Chief Minister, Bhupinder Singh Hooda that the process was on to set up a separate High Court for the state of Haryana and all interests of the State would be taken care of.
This assurance was given by the Union Minister when the Chief Minister reiterated his demand for a separate High Court for Haryana at a function in Rohtak where the Chief Justice of Punjab and Haryana High Court, Mr Justice Vijender Jain laid the foundation stones for the buildings of a bar complex, judicial record room and judicial malkhana.
The construction of these buildings would cost an estimated expenditure of over Rs 1.77 crore. While presiding over the function, the Union Law Minister described knowledge as a greater purifier and said that our lawyers and advocates should update their legal knowledge for the welfare of their clients. He said that an advocate having complete knowledge of his profession could become an asset for the society and the nation.
He said that he would spare no pains in providing a strong infrastructure to the judicial complexes equipped with all modern amenities like a library full of a number of good books and computer. He assured the District Bar Council, Rohtak that the judicial complex of Rohtak would be developed as one of the most magnificent judicial complexes in the country. The Union Minister said that our Constitution had given a greater responsibility to the judiciary for safeguarding the rights of the people. He said that a country which had a strong judiciary could only survive a strong democracy. Appreciating the efforts of the Chief Justice of Punjab and High Court Mr Justice Vijender Jain, he said that Justice Jain had been making sincere efforts in providing justice to a number of people
through legal aid clinics and providing improved infrastructure to various judicial complexes.
Bhardwaj was all praise for the Chief Minister,Bhupinder Singh Hooda, who had been working constantly for developing Haryana as a number one state in the country. He said that we were proud of honest and clean image of Mr. Bhupinder Singh Hooda in the country.
The Chief Justice of Punjab and Haryana High Court, Vijender Jain also addressed the audience and said that all judicial officers of the state were satisfied with the functioning of the state government in providing a number of facilities in various judicial complexes. He appreciated that there was no interference of the state government in recruitment of the judicial officers or officials in various courts of the state.
Describing Haryana as a progressive state, the Chief Justice said that all judicial complexes had been equipped with modern facilities which had enabled our courts to provide justice speedily to the people. The rule of law is the backbone of our democracy and only full faith in the judiciary can make a strong democracy. The Chief Justice directed the judicial officers to dispose off the cases within a period of six months which were pending for the last more than five years. He said that the process of the criminal trials should be completed within a period of two years.
He said that we would make Haryana a number one state of the country in settling various pending cases in different courts. Mr Justice Jain also directed the legal fraternity to organize mobile courts in the backward areas of the state and all efforts should be made to settle the cases brought in these courts on the spot. Hooda directed the officers that all these three buildings of which the foundation stones laying ceremony had been performed today, should be completed within a record period of one year.
He informed that the state government had sanctioned Rs 63 crore for the development of judicial complexes in the state. He said that the state government would spend Rs 162 crore for the development of different judicial complexes in Haryana during the next ten years. Hooda appreciated the functioning of the Lok Adalats in the state and said that 2914 Lok Adalats had been organized in different parts of Haryana where a number of cases had been settled on priority basis with a view to give quick and cheap justice to the people. He said that for disposing off pending cases in the state, 31 judicial officers for subordinate courts were under training and 34 more such officers would also be recruited.
Hooda said that we have full faith in our judiciary as only a strong judiciary is the backbone of strong democracy and our advocates must help the needy and poor persons in providing them cost effective and quick justice. Anand, Administrative Judge of Rohtak Session Division,Ved Prakash Kadian, President, District Bar Association and S K Sardana, District and Sessions Judge Rohtak also spoke on the occasion.
