CHANDIGARH: Balwinder Singh Bhunder, ex-minister Saturday asked the government to book former Chief Minister Capt. Amarinder Singh for abetting suicide of Vikas Singhal, Managing Director of Reglan Constructions Ltd., who was forced to commit suicide due to revocation of Change of land use (CLU) of his residential project Gulmohar Extesion Dera Bassi and other Mega Projects during the last days of previous government.

In a statement issued here  Bhundar asked the government to book Capt Amarinder Singh under section 306 of IPC (abetment of suicide) for forcing him to commit the extreme action of suicide because CLU was intentionally withdrawn by the previous government, knowing fully that the concerned project was at the last stage of completion.  

He said that it was the depth of shamelessness on the part of Capt. Amarinder Singh of going to the residence of Vikas Singhal to condole the death of a person for whose death he himself was responsible. The father and the wife of  Vikas Singal had to under go a double trauma of 'welcoming' the assassin of their beloved family member.

The Akali leader said that CLU fiasco was the result of shortsighted and lopsided policies framed by the previous government to project imaginary development in the shape of Mega Project Culture. Every rule of the government was violated and short circuited to suit the whims and fancies of Captain and his coterie. Real Estate Developers like Mr. Vikas Singhal were duped to invest in the projects without any clearance from Union Environment Ministry. The state Pollution Control Board despite written protests by Principal Secretary, Environment kept on issuing NOCs to all the projects, keeping the real estate developers as well as investors in false assurance that their project have all the requisite clearance by the government.

Bhundar said that when in the last days of the Congress Government, High Court based on the affidavits submitted by the previous government asked them to withdraw the CLUs, Capt. Amarinder Singh felt that bubble of Mega Project Culture would burst on their face and would harm them immensely in the Vidhan Sabha elections, the C.M. kept the file under carpet till elections.

The veteran Akali leader said that Capt. is not only responsible for unfortunate suicide a dedicated developers but also for ruining the dreams of thousands of middle class families who had invested their hard earned money and bank loans in these projects and were eagerly waiting for the possession of their own house in these projects. He said that apart from abetment of suicide, the former Chief Minister should also be booked for breaching the faith of thousands of investors in these projects.

He said that he was separately requesting Chief Minister,  Parkash Singh Badal to take up this issue with concerned ministries so that CLUs of residential projects could be restored at the earliest.
