CHANDIGARH: The Haryana Government has reconstituted the State Level Committee to consider the cases for release of acquired land and to make recommendation to the State Government for acquiring fresh land in the State.
While stating this here Thursday, an official spokesman said that the Haryana Industries Minister, Lachhman Dass Arora would be the Chairman of the Committee. The Health Minister, Kartar Devi and Education Minister Phool Chand Mullana would be the other member of the committee. He said that the Committee would make recommendations to the State Government for the land acquired by the State Government for Haryana State Industrial and Infrastructure Development Corporation or for any other agency for which the land had been or being acquired by the Department of Industries and Commerce. He said that this Ministers' Committee would consider and make recommendations in those cases which were under litigation and where the acquisition proceedings were pending and were referred by the State Government. He said that the Committee would make recommendations on the representations made by the land owners and also provide them an opportunity of personal hearing. Simultaneously, the Committee would also hear the views of the Indenting Organisation regarding the land requirement of the applicant needed for developing Infrastructure. The Committee would also consider the recommendations made by the Land Acquisition Collector on the objections of the applicant filed under Section 5-A of the Land Acquisition Act, 1894. He said that the Department concerned would further bring into the information of the general public that any body aggrieved whose land had been acquired but had authorized approved structure constructed on the land or CLU permission before the date of notification under Section 4 could file their representation for the consideration of the Ministers' Committee and such representations be filed with the Director of Industry and Commerce, Haryana within 30 days from the date of notification under Section 6 of the Land Acquisition Act. However, Committee could condone the delay upto 15 days but would decide the representation within three months from the date of notification under Section 6. The Director of Industries and Commerce would intimate to the concerned Land Acquisition Collector about the representation received so that the award as well as possession in such cases be kept in abeyance till the decision of the State Government was conveyed. He said that the Committee would suggest the Government either for release of land or exchange of land for rehabilitation or adjustment of land within the matrix of the land acquired for the intended use without disturbing the scheme of providing services and contiguity of industrial land. The Committee would not consider any such case where the acquisition proceedings had been completed and the possession had already been taken over after the award or compensation had been paid. |
