CHANDIGARH: Chandigarh Administration has devised a unique and people friendly public private partnership model for primary health care in southern sectors of UT Chandigarh. UT Home Secretary, Krishna Mohan disclosed that in this policy, Non government organizations and charitable institutions would be accredited for providing primary health care.
Mohan said that the scheme would be floated shortly. The accreditation would be done initially for a period of one year and to be extended on year to year basis, however the accreditation can be withdrawn at any time by the Administration on account of malpractice or misappropriation. The NGOs/charitable organization willing to provide their space in the religious institutions/public places wherein the primary health care can be delivered during reasonable time of the day. The organization will ensure the availability of doctor (Allopathic/AYUSH) along with the duly qualified paramedical staff. Timings of these will be 6 hours a day, as per convenience of the public. The registration of the patient can be done by the organization if desired on the same fee as charged by the other health institution of Chandigarh Administration. The OPD registration as to date, name, age, sex, diagnosis, treatment and referral, if any, will be maintained by the organization and will be sent to the Director Health services by 5th of each month in respect of registration of previous month. The centres can be inspected by the officers a thorized by the Chandigarh Administration during the working hours. The Administration will make available the common medicines/vital medicines/ consumable/dressing material etc. at an approximate cost of Rs.7000/ per month the list of which will be made available. The supply to a particular Dispensary will be enhanced or curtailed on assessment of the working of Dispensary, which will be reviewed monthly. The annual auditing will be got done by the officials approved by the Chandigarh Administration. The sign boards wo ld be displayed at conspic o s places wherein, the Chandigarh Administration Private Partnership would be displayed along with free services and availability of medicines. The medicine will be made available to the patients for three days in respect of acute disease and one week in case of chronic diseases. The dressing injections etc. will be done without any extra charges. Certain vaccines/medicines/ material available nder National Programme will also be distributed. Laboratory services from outsource agency at s bsidized/ government rates would also be provided, if required. Chandigarh is spread in an area of 114 sq. km. and the rapid urbanization during the past 10 years has led to increase in population in the southern sectors wherein mUlti storey flats have been constructed and are being occupied by the families therein. Till now, these residents are taking the services for the primary health care from their nearest dispensary/private practitioners etc. Chandigarh Administration has planned a 500 bed trauma centre in sector 53. The provision for the hospital have already been made in 11 th Five Year Plan. The Administration is also in process of providing more primary health care facilities to the southern sectors. |
