Congress MLA accuses Badal for shielding guilty Punjab police official Print E-mail

CHANDIGARH: Sukhpal Singh Khaira. Congress MLA from Bholath in Kapurthala district Thursday accused Punjab Chief Minister Parkash Singh Badal for shielding a "guilty" Deputy Superintendent of Police(DSP) posted in Bholath even though the Chief Minister had on the floor of house had assured to take action against the police official.

 

Khaira in a statement said that he met the Chief Minister on March 20 last  the Vidhan Sabha and personally handed over the representation. A copy was also given to the DGP  N.P.S Aulakh who happened to be in the CM' Vidhan Sabha office that day.

"I regret to state that despite his assurances for justice on the floor of the house,  Badal is in fact trying to shield the guilty DSP  instead of punishing him for serious charges listed  in my letter", Khaira said.

Khaira said that he broght to the notice of CM, the partisan and biased role of the police in the Bholath Assembly constituency.

He said that ever since the new Government took over in 2007 there has been a wave of repression and political victimization in my constituency against prominent Congress leaders and workers. As many as 31 cases were registered against me and other Congress leaders at the behest of my political rival by misusing the police machinery particularly the DSP Bholath  Balbir Singh.

He said that onm his representation to the Governor, the Crime Branch headed by  B.K.Uppal,  D.I.G Crime Branch found that nearly 23 cases out of these 31 cases were false and politically motivated.

In this context I'm attaching a D.O letter 930-31/ST Dated 24-05-07 written by SSP Kapurthala to the DGP Punjab, wherein the SSP states "I wish to bring to your kind notice the conduct of  Balbir Singh DSP Sub. Div. Bholath is very biased and partisan. He is becoming party to every case and this is causing great harm to the reputation of Kapurthala police.

" The SSP cited 4 specific cases to show that the DSP Bholath was acting with political motives, in the end the SSP again writes, "There are numerous small inquiries where people wanted these inquiries to be done not by Bholath Police, which shows lack of credibility of DSP Bholath amongst the local people.

It is therefore requested to kindly look into it and get the needful done." Despite such a strong D.O letter the DGP preferred to keep the DSP Bholath posted in the same capacity due to political pressure. Many representations from me to your office and the DGP fell on deaf ears, he added.

Khaira furthr said that now a double bench of  High Court of Punjab and Haryana headed by Justice M.M Kumar and Justice Sabina, have issued notice to the State of Punjab for April 2, An inquiry conducted by SSP Nawan Shahar found that the said DSP had taken money from a Congress worker Kuldip Singh of V. Pandori by threatening him to implicate him in a false case (Inquiry report dated 8-12-07 sent by SSP Nawan Shahar sent to DIG Jalandhar, copy attached), the notice by Hon'ble High Court is also to seek registration of a case under the Prevention of Corruption Act against the said DSP.

Under the above mentioned circumstances it is impossible for the Congress party to participate in the Panchayat elections, therefore I request that keeping in view the conduct of DSP Bholath in the above mentioned Para's, he may be transferred out of the said Sub. Div immediately to ensure free and fair Panchayat elections as and when held. I hope justice will be done.
