IGP Umranangal gets partial relief from High Court in Behbal Kalan firing case

CHANDIGARH: Punjab and Haryana High Court today granted partial relief to Punjab Police Inspector General Paramraj Singh Umranangal who is lodged in jail in a case related to police firing on Sikh protesters at Behbal Kalan in 2015. He was arrested by SIT on February 18 and now put in the judicial custody.

The court of Faridkot District Session judge had yesterday rejected the bail application of Umranangal. He today filed bail application in the High Court. Though he was not granted bail in the Behbal Kalan case, the High Court has however directed not to arrest Umramnanagal in another case without prior notice of one  week.

Umranangal was the second police officer to be arrested by SIT in the Behbal Kalan case. Earlier former SSP of Moga Charanjit Singh Sharma was arrested. The Faridkot court has also rejected his bail application.

The SIT formed by Punjab government was inquiring into the firing by police on peaceful Sikhs sitting on dharna in protest against sacrilege of Guru Granth Sahib at Bargari village during SAD-BJP regime. Two persons were killed in the firing. Former Chief Minister Parkash Singh Badal had failed to take action against the police officers who opened fire. It was alleged that Badal tried to shield the guilty police officers and also tried to save the culprits who burnt Guru Grnath Sahib.

Following public outcry SAD-BJP government had set up Zora Singh commission to p,robe the sacrielge cases that continued for about a year. The commission had found the involvement of followers of dera Sacha Sauda in the sacrilege cases. Badal government however didnt make the report public. When Capt Amarinder Singh formed the Congress government in 2017, he set up another judciail commission headed by Justice Ranjit Singh(Retd). This commission named senior police officers and political leaders behind the police firing. Justice Ranjit Singh had recommeded a probe by SIT to further investigate his findings.

The matter is now being probed by SIT headed by IGP Kunwar Vijay Partap Simgh. The SIT has questioned former chief minister Parkash Singh Badal and Kotkapura Akali Dal MLA Mantar Singh Brar beside former DGP Sumedh Singh Saini. SIT has also recorded the statements of eyewitnesses. The pribe so far has revealed that police had fired witout provocation from Sikhs. The SIT is trying to ascertain, who had ordered firing. The ruling party leaders have been blaming Badal for ordering firing but it is matter of investigation.
