Punjab govt hold talks with Ministrial staff to end strike at eleventh hour

CHANDIGARH: Few hours before Election Commission of India announced the schedule for the Lok Sabha polls, the Punjab Government today held a meeting with representatives of Punjab State Ministerial Unions to resolve the impasse resulting from the strike by government employees and thrash out measures to persuade the employees to immediately resume duties.

The meeting was chaired by Principal Secretary General Administration Jaspal Singh, who reassured the employees that the recommendations of the Committee of Ministers on Employees Issues would be implemented as per minutes of the meeting held on February 27, 2019. Chief Minister Captain Amarinder Singh had already assured that the recommendations would be implemented in letter and spirit, he added.

Disclosing this here today, an official spokesperson said that following the discussions with the employees’ unions, it was proposed that Para 2 of the notification issued on March 5, 2019 by the Department of Finance on the subject of release of 7% DA relief, may be substituted as “the decision regarding release of arrears of 4% from January 1, 2017 and 3% from January 1, 2017 will be taken at a later date."

Likewise, In view of the decision mentioned at para (ii) in the minutes of the meeting held on February 27, 2019, the Finance Department may immediately issue orders to form a Committee to look into the issue of application of the Old Pension Scheme to the employees recruited after January 1, 2004 in place of the New Pension Scheme.

Further, in view of the decision mentioned at para (vi) in the minutes of the Ministers’ meeting, the Finance Department may immediately issue orders to form a Committee to look into the issue of reduction of probation period.

In view of the decision mentioned at para (iv) in the minutes of the same meeting, the Finance Department may immediately issue clarification regarding the entitlement to ex-gratia of Rs. five lakhs to the legal heirs of the employees recruited after January 01, 2004, in case of death in harness. In view of the decision mentioned at para (iii) in the minutes of the meeting, the Finance Department may be directed to ensure that the orders regarding grant of DCRG on the pattern of Central Government to the employees recruited after January 1, 2004 are issued before July 31, 2019.

It was also proposed that in view of the decision mentioned at para (v) in the minutes of the Ministers meeting, the Finance Department may be directed to ensure that the orders regarding counting of service during probation as qualifying service and seniority are issued before July 31, 2019. Likewise, the department of personnel may also be directed to amend the relevant rules by July 31, 2019 so as to exempt Steno-typists who have crossed the age of 50 years from passing the shorthand test in order to get promoted.

The other officers who also attended the meeting included Secretary Expenditure Dr Abhinav Trikha and Secretary Personnel A S Miglani.
