CHANDIGARH: Haryana Government has decided to constitute the State Social Security Board for the socio-economic development of unorganized workers in the state. The Board would be constituted under the Unorganised Workers Social Security Act, 2008.
A decision to this effect was taken in the meeting of State Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today.
The State Social Security Board will recommend to the state government in formulating suitable schemes for unorganised sector workers and monitor such social welfare schemes for unorganized workers as are administered by the state government. Besides it would review and monitor the functions performed at the district level as well as the progress of registration and issue of cards to unorganized sector workers. It will also review the expenditure from the funds under various schemes and undertake such other functions as are assigned to it by the state government from time to time.
While Minister of Labour and Employment will be the Chairperson, ex-officio of the Board, the Principal Secretary or Secretary, Labour will be the Member Secretary, ex officio. Twenty eight members will be nominated by the state government, out of whom seven representing the unorganized workers, seven representing employers of unorganized workers, two representing members of State Legislative Assembly, five representing eminent persons from civil society and seven representing the state government departments concerned.
In another decision the cabinet approved the proposal of the Development and Panchayats Department for granting permission to Gram Panchayat Faizabad (Pahsour), block and district Jhajjar for exchange of its land in shamilat deh measuring 5 kanal 5.10 marla with the land measuring 5 kanal 6.22 marla owned by Model Economic Township Limited, as the panchayat land is redundant dhana terminating in the land of Model Economic Township Limited and is not being used for cultivation purpose. On the other hand, the gram panchayat is getting the land near ‘Mera Gaon Meri Bagia’ and will be used for common purposes of the village.
Haryana Cabinet also decided to repeal the amendment made in section 18 of Punjab Court Act, 1918 by the Haryana Act No. 9 of 2004 for change of nomenclature of Civil Judges on the request of the Punjab and Haryana High Court.
In view of the judgment of the Supreme Court in the case of All India Judges Association and others Vs. Union of India and others in writ Petition (Civil) No. 1022 of 1989, the Punjab and Haryana High Court vide letter dated July 30, 2003 had recommended to amend section 18 of Punjab Court Act, 1918 and Punjab Civil Service (Judicial Branch) Rules, 1951 (as applicable to Haryana) for change of nomenclature of the Civil Judges.
On the recommendations of the Punjab and Haryana High Court, the State Government had amended the section 18 of Punjab Court Act, 1918 by the Haryana Act No. 9 of 2004 vide notification dated March 12, 2004. Now, the Punjab and Haryana High Court, have requested to the State Government to repeal the said amendment as the present nomenclatures of Civil Judges are simple as compared to the nomenclatures of Civil Judges suggested by Shetty Commission.
