A political controversy erupted in Haryana after BJP state president Dr. Archana Gupta referred to a ‘special category’ while criticising recruitment practices under previous governments. The remark triggered widespread debate because the identity of the so-called category was not specified.
The issue gained traction on social media, where several youths and sportspersons, particularly from the Jat community, questioned whom Gupta was referring to. In Haryana, government jobs have long been a politically sensitive issue, and any suggestion that a particular group received preferential treatment quickly acquired a caste-related interpretation.
As the controversy intensified, objections were reportedly raised from within political circles as well. In response, Dr. Gupta addressed a press conference in Panipat on Tuesday to explain the context of her statement.
Clarifying her remarks, Gupta said that ‘special category’ was not intended to refer to any caste, community, or social group. She stated that she was referring to middlemen and alleged brokers who, according to her, operated during earlier administrations by influencing the system and facilitating jobs in exchange for money.
She alleged that such intermediaries existed during both the Hooda-led Congress government and the Indian National Lok Dal (INLD) government, claiming that networks were created through which people were allegedly charged for securing government employment.
Gupta asserted that the era of such brokers had ended and remarked that their ‘kurta-pyjamas are now hanging on the peg’, suggesting that their influence no longer exists. She maintained that under the BJP government, recruitment is conducted on the basis of merit rather than ‘parchi-kharchi’ (recommendations and bribery).
The clarification has now become the central focus of the controversy. The BJP is attempting to present the phrase ‘special category’ as a reference to an allegedly corrupt recruitment system and its intermediaries, rather than to any caste-based preference.
Political observers believe the controversy arose less from the allegations of ‘parchi-kharchi’ and more from the use of the expression ‘special category’, which carries considerable sensitivity in Haryana’s caste-driven political environment.
The episode once again highlights how issues related to government recruitment, merit, and caste equations remain deeply intertwined in Haryana politics, making even a loosely defined phrase capable of triggering a major political debate.
