Chandigarh Administration’s Estate Department has notified the Union Territory of Chandigarh Tenancy Rules, 2026, paving the way for a more transparent and time-bound mechanism to resolve disputes between landlords and tenants.
The new rules, which come into force across Chandigarh from September 10, provide a clear framework covering tenancy agreements, changes in rent, security deposits, vacation of premises and settlement of disputes.
Under the new system, a three-tier mechanism comprising the Rent Authority, Rent Court and Rent Tribunal has been established.
According to the rules, landlords and tenants will have to jointly or individually inform the Rent Authority about their tenancy agreement through an online portal within two months of entering into the agreement.
The Rent Authority will issue a unique identification number to the parties in the form of an e-receipt within seven days of receiving the information. The number will be sent to the registered mobile number or email address of the concerned parties.
Within three months of the constitution of the Rent Authority, a digital platform will be developed in the local language and other languages specified by the administration. Tenancy-related documents can be submitted online through the platform, with OTP-based verification for document security.
The rules also provide for confidentiality of tenancy records. Such records will be accessible only to the concerned parties and authorised officials.
In cases where a landlord refuses to accept rent or fails to issue a receipt, the tenant can attempt to make the payment through RTGS, NEFT, cheque or demand draft for two consecutive months. If the payment is still not accepted, the tenant can deposit the amount with the Rent Authority.
The rules also specify circumstances under which a landlord, or the legal heirs of a landlord in case of death, can approach the Rent Court for recovery of possession during the tenancy period by submitting the required documents and evidence.
