In a landmark move aimed at addressing the challenges posed by surplus rain water, which often cause floods during the monsoon season, the states of Haryana and Rajasthan have come together to forge a Memorandum of Understanding (MoU). This MoU focuses on the preparation of a Detailed Project Report (DPR) to effectively utilize surplus rainwater and mitigate flood risks.
The MoU between the two states was signed during the key meeting held in presence of Union Minister of Jal Shakti Gajendra Singh Shekhawat, Haryana CM Manohar Lal and Rajasthan CM Bhajanlal Sharma at New Delhi on Saturday.
Notably, during the monsoon months, a significant amount of rainwater flowing through Yamuna river gets wasted as it empties into the sea. Recognizing the need for sustainable water management and flood control measures, both states have committed to developing a comprehensive strategy through the DPR.
The capacity of the Western Jamuna Canal (WJC) in Haryana has been increased from 18,000 cusecs to 24,000 cusecs. Under this MoU agreement, the surplus water will be used in the water scarcity areas of Haryana, benefiting the entire state, and water will also be provided to Rajasthan. This water can be used in the areas of Haryana's border districts of Bhiwani, Charkhi Dadri, and Hisar.
Speaking to the media after the MoU signing, Union Minister of Jal Shakti shared that the MoU has been reached to utilize the surplus rainwater between Rajasthan and Haryana by preparing a DPR. Officers of the Irrigation Departments of Rajasthan and Haryana have signed this agreement. We will be able to utilise the enhanced full capacity of Western Jamuna Canal at Hathnikund Barrage during the rainy days and also state of Rajasthan will get water through underground pipelines. A DPR will be prepared for this.
Each drop of rainwater will be utilized, flood prevention will happen: CM
Haryana CM speaking to the media, said that an MoU has been signed with Rajasthan regarding optimum use of surplus rainwater, which presently gets wasted during the monsoon season from July to October.
The Chief Minister said that apart from the districts situated on the State's border, the entire Haryana will receive more water from the increased capacity of the WJC, and Rajasthan will also get water. A MoU has been made to prepare DPR for laying pipelines. As per the agreement, four pipelines will be laid, three of which, with a capacity of 2500 cusecs, will be for Rajasthan, and the fourth pipeline will fulfill the water needs in the water scarcity areas of three districts of Haryana bordering Rajasthan - Bhiwani, Charkhi Dadri, and Hisar. Underground pipelines will be laid in this area, he said.
The Chief Minister further shared that the MoU with Delhi that is going on, will also be included in this. He said that by storing surplus rainwater in areas adjacent to Haryana's border, it will be used in the future for drinking and other needs. The increased capacity of the WJC canal will also benefit the entire state. The MoU is made for utilizing every drop of rainwater, said Manohar Lal.
Rajasthan CM thanked Haryana Chief Minister
The Rajasthan Chief Minister expresses gratitude to Union Minister of Jal Shakti and Haryana CM for this MoU. He said that this pending plan for the beneficial use of surplus rainwater has been in place for a very long time but has not been paid attention to because the Congress government never pays attention to such matters. Three pipelines will be laid by the Rajasthan government . He said that his government has given consent for preparing the DPR regarding this. Haryana's share will remain with Haryana. There is a lot of scarcity of water in our three districts - Churu, Sikar, and Jhunjhunu, which will be resolved.

On this occasion, Haryana CM also presented a book titled ‘9 Incredible Years of Haryana Government’ to Union Minister of Jal Shakti and Rajasthan CM.
