CM announces implementation of Amnesty Scheme to regularize cancelled residential plots

Approval for creation of new post of Estate Officer II in Faridabad, leads to major improvement in administrative and development works in the district

Haryana CM Nayab Singh Saini made several important announcements while chairing the 128th meeting of the Haryana Sheri Vikas Pradhikaran (HSVP). In the meeting, it was announced to implement the Amnesty Scheme, which will provide relief to thousands of allottees of the state. Under this scheme, cancelled residential plots sold through e-auction after 6 July 2020 can be regularized.

Along with this, the Chief Minister also launched three important digital initiatives of HSVP, which include e-Housing Portal, Online Ex-Gratia Policy Application Portal and online mechanism to link water billing database with PPM system.

Post of Estate Officer II created in Faridabad Estate

One of the most important decisions taken in the meeting was the creation of a new post of Estate Officer II in Faridabad Estate. At present, Faridabad Urban Estate has 62,606 properties registered in it, which include residential, commercial and institutional categories. This number is the highest in any urban estate in the state. In comparison, both the estate offices of Gurugram together are managing only 55,735 properties.

The jurisdiction of Faridabad Estate Officer is very wide. It is spread over 70 sectors, which not only includes urban estates of Faridabad but also estates of Palwal, Hathin, Nuh, Roz-Ka-Meo, and Tauru . In view of this wide scope, there was a feeling of excessive burden in administrative and development work for a long time.

The creation of a new Estate Officer post will bring balance in the division of work, which will speed up development works, simplify administrative processes and provide timely services to citizens. This will also significantly improve the performance of HSVP.

Thousands of allottees will get relief, Amnesty scheme for cancelled residential plots

The aim of the Amnesty scheme announced by the Chief Minister is to provide relief to those allottees whose residential plots were cancelled after e-auction. This scheme will be applicable to residential category plots (except group housing societies) purchased in e-auctions held from 6 July 2020 till the announcement of this scheme. Bidders who had already deposited at least 15% of the 25% of the total cost of the plot, but whose plots were cancelled due to not being able to deposit the remaining amount on time, will be eligible under this scheme.

CM launches three major digital initiatives of HSVP

HSVP e-Awas Portal for the house allotment system : The HSVP has undertaken a comprehensive digital transformation of its staff quarters allotment system through the implementation of the HSVP e-Awas Portal for the house allotment system. It is an integrated digital platform that automates the entire allotment process. The portal enables online submission of applications along with mandatory document uploads, ensuring completeness and uniformity. A significant innovation was the integration with the HRMS, which allows for automated verification of employee eligibility, reducing manual interventions and exspediting application processing
