Punjab cabinet gives nod for UGC scale for teaching and non-teaching staff of GADVASU

JALANDHAR: The Punjab Cabinet led by Chief Minister Bhagwant Mann on Wednesday gave nod for implementing the UGC scales for the teaching and non teaching faculty of the Guru Angad Dev Veterinary Sciences University (GADVASU)

A decision to this effect was taken by the Council of Ministers in a meeting held here under the chairmanship of the Chief Minister here at PAP complex.

Disclosing this here today a spokesperson of the Chief Minister’s office said that this landmark decision is aimed at encouraging the staff of the premier veterinary university to discharge their duties efficiently. This will help the teaching and non-teaching staff of the university to further make concerted efforts to transform the destiny of farmers on one hand and make Punjab a frontrunner state on the other.

NOD TO THE PUNJAB REVENUE PATWARI (CLASS 3) SERVICE RULES 2023

The Cabinet also gave approval for repealing the Punjab Revenue Patwari (Class 3) Service Rules, 1966 and draft of the Punjab Revenue Patwari (Class 3) Service Rules 2023. This decision will enable the new Patwaris to complete their training during the probationary period only. As per new rules training period of the patwari candidates has been reduced from one and half years ie. one year Patwar school training and six months field training to one year i.e. nine months Patwar school training and 3 months of field training.

APPROVAL FOR CREATING 18 POSTS OF SAS CADRE IN THE DEPARTMENT OF EXCISE AND TAXATION

The Cabinet also gave nod for creating 18 posts of SAS cadre in the department of Excise and Taxation for streamlining the functioning of the department. The main function of the Department is to collect revenue from GST, VAT, Excise and others. The Department yearly collects estimated revenue of more than Rs 30,000 crores but after the implementation of GST, the Department has been bifurcated into two Commissionerate - Puniab Taxation Commissionerate and Punjab Excise Commissionerate.

In order to run the accounting work of the department smoothly and effectively SAS Cadre posts were created. The decision to create 18 new posts of SAS Cadre will further help in increasing efficiency in the functioning of the department and prevent leakage of revenue. As per the decision, a total of 18 posts including 01 Additional Director (Finance and Accounts), 01 Deputy Controller (Finance and Accounts), 02 Assistant Controllers (Finance and Accounts) and 14 Section Officers approved.

GREEN SIGNAL TO TRANSFER GOVERNMENT AYURVEDIC COLLEGE, HOSPITAL AND PHARMACY PATIALA TO GURU RAVIDAS AYURVEDA UNIVERSITY HOSHIARPUR

The Cabinet also gave green signal to transfer Government Ayurvedic College Patiala / Government Ayurvedic Hospital Patiala and Government Avurvedic Pharmacy Patiala to Guru Ravidas Ayurveda University Hoshiarpur. This will enable the introduction of more advanced courses related to AYUSH in these colleges under the University. Apart from this it will also help in starting the work of Clinical Research, Medicinal Plant Research, Drug Testing Lab and others to directly benefit the students studying Ayurveda / Homeopathy in the state.

CONSENT TO EXTEND, THE PERIOD OF SERVICE PROVIDERS I.E. VETERINARY PHARMACISTS AND SAFAI SEWAKS IN THE 582 CIVIL VETERINARY HOSPITALS

In order to provide better health facilities to Livestock owners, the Cabinet also gave its consent to extend, the period of Service Providers i.e. Veterinary Pharmacists and Safai Sewaks in the 582 Civil Veterinary Hospitals from April 1, 2023 to March 31, 2024. It was also decided to provide DC rates to all such Service Providers to bring uniformity. Pertinently, the Government had merged back 582 Civil Veterinary Hospitals (along with sanctioned posts of Rural Veterinary Officers) under the management of Zila Parishad under Rural Development and Panchayats Department to Animal Husbandry, Fisheries and Dairy Development Department.

GIVES CONSENT FOR SENDING/ REJECTING THE CASES OF PREMATURE RELEASE OF CONVICTS

The Cabinet also gave its consent for sending the case of one prisoner for seeking the premature release of life convicts confined in the jails of the state and three others for rejecting such cases. After the nod of the Cabinet under Article 163 of the Constitution of India, these special remission/ premature release cases will be submitted to the Punjab Governor under Article 161 of the Indian Constitution for consideration.
