New registration system started in sub tehsils to increase transparency

During the Budget Session of Haryana Vidhan Sabha-2024, the Governor Bandaru Dattatraya said that the government is working diligently towards empowering the Panchayati Raj institutions at all levels, handing over responsibilities and funds to educated representatives. Significant responsibilities are now being delegated to the Panchayati Raj institutions at all three levels. After granting 50% representation to women, adequate representation has also been given to individuals from backward class (A) persons in the Panchayati Raj institutions.
The right to recall elected representatives has also been given to the voters in Panchayati Raj Institutions. The honorarium of Zila Parishad, President, Vice President, Member, Panchayat Samiti President, Panchayat Samiti Vice President, Panchayat Samiti Member, Sarpanch and Panch has been increased. Pension is also given to former Zila Parishad Presidents, Vice Presidents, former Panchayat Samiti Presidents, Vice Presidents and former Sarpanches.
Regarding ownership rights disputes within Lal Dora areas, the Governor mentioned that state government has given ownership property certificate of properties falling within the Lal Dora. The Haryana Land Records Information System 'Web Halris' has been implemented in all 143 tehsils and sub-tehsils. To enhance transparency, a new registration system has been initiated through e-Disha centers in all 143 tehsils and sub-tehsils of the state.
To ensure urban development, 1152 colonies have been regularized to provide facilities to citizens, out of which 601 colonies were regularized by the Urban Local Bodies Department and 551 colonies by the Town and Country Planning Department.
The Governor highlighted the strengthening of administrative and financial powers of urban local bodies, empowering elected members for better control and supervision. The state finance commission grant budget for urban local bodies has been increased from Rs. 2,006 crores in the financial year 2022-23 to Rs. 2574 crores during the financial year 2023-24.
Additionally, to promote electric mobility, the Haryana Electric Vehicle Policy 2022 has been implemented, providing special emphasis on creating a complete ecosystem for e-mobility by leveraging inherent strengths in Haryana's automotive manufacturing sector. A subsidy of Rs. 35 crores has been released under this policy.
Furthermore, the Haryana Aatmanirbhar Textile Policy 2022-2025 was launched in line with the 5F vision of Prime Minister - Farm to Fibre to Factory to Fashion to Foreign – aiming at an investment of Rs. 5000 Crore for generating huge employment opportunities. Since its launch in December 2023, proposals worth Rs. 500 Crores have been approved.
The Governor also mentioned the active participation of the state in the World Bank and Central Government-funded 5-year program RAMP - Raising and Accelerating MSME Performance - a 5-year programme aiming at improving centre-state linkages, improving MSMEs’ access to market and credit, and greening of MSMEs. A detailed plan has been prepared by the State Government and on basis of the plan, a grant of Rs. 135.17 Crores has been sanctioned.
The successful Agri-Business and Food Processing Policy 2018 and the MSME 2019 Policy are being revamped, with new versions prepared and scheduled for notification in the financial year 2024-25, aiming for an investment of Rs. 5000 crores and employment for 30,000 people in the state.

Haryana emerges as a preferred investment destination

Sh. Dattatraya said that today Haryana has emerged as a preferred investment destination for industry and some leading manufacturers have set up projects in the State. Maruti Suzuki India Limited is setting up a car manufacturing plant at IMT Kharkhoda on 800 acres of land with an investment of Rs 18,000 crore and employment of 20,000 persons. Suzuki Motorcycle India Pvt. Limited is developing a two-wheeler manufacturing facility in Kharkhoda on an area of 100 acres with an investment of Rs. 2000 crore and employment of 2000 persons.

In line with its creation of state-of the-art Infrastructure in the State, development works have been started in the Global City at Gurugram, IMT Sohna & IMT Kharkhoda. Upgradation of Industrial infrastructure in various existing industrial estates is underway for creating better industrial eco-system. Mega Food Parks at Barhi & Rohtak are also under development with investments of Rs. 175 crores and Rs. 180 crores respectively.

The Governor said that the process of acquiring 10,800 acres of land under the land pooling policy has been started for setting up new industrial parks in Ambala and Jind and expansion of industrial model townships of Bawal, Sohna and Kharkhoda. Apart from this, 30,000 acres of land at 23 locations in the state will be acquired under PADMA through e-Bhoomi portal. Under the scheme, expansion is being done for new industrial areas.
