The Haryana Government has revised its guidelines regarding official and private foreign visits of government officers in order to ensure greater clarity and streamlined administrative practices.
In a letter issued by Chief Secretary Anurag Rastogi, who also holds the charge of Additional Chief Secretary, Finance, to all Heads of Departments, Divisional Commissioners, the Registrar General of the Punjab and Haryana High Court, Deputy Commissioners and Sub-Divisional Officers (Civil), it is stated that Para 2(A)(v) of its earlier instructions dated October 15, 2025, has been amended.
As per the revised provision, the restrictions on foreign visits will not apply in cases where officers of the All India Services or State Services are deputed for training or study programmes based on orders issued by the Chief Secretary’s Office (Training Branch). The exemption will also apply to programmes sponsored and funded entirely by external agencies, involving no financial burden on the State exchequer. The Finance Department clarified that all other terms and instructions issued earlier will remain unchanged.
