The Punjab government has withdrawn the Punjab Unified Building Rules, 2025 with immediate effect. The Housing and Urban Development Department has issued an official notification in this regard, restoring the earlier building regulations in the state.
According to the notification, the Unified Building Rules implemented on December 15, 2025, will no longer remain in force. The government has taken this decision using powers granted under various laws, including Section 180 and 43 of the Punjab Regional and Town Planning and Development Act, 1995, Section 240 of the Punjab Municipal Act, 1911, Section 262 of the Punjab Municipal Corporation Act, 1976, and Section 73 of the Punjab Town Improvement Act, 1922.
Old building rules reinstated
With the withdrawal of the 2025 rules, all previously repealed regulations and by-laws have now been restored. The Punjab Urban Planning and Development Building Rules, 2021 and the Punjab Municipal Building By-laws, 2018 will once again be applicable. The government has clarified that these rules will be treated as if the 2025 framework was never implemented.
Provision for resolving difficulties
The notification also states that in case any practical difficulties arise during implementation, the government will have the authority to issue further orders to resolve them. The order has been forwarded to all concerned departments and authorities, including PUDA, GMADA, and GLADA, for necessary action.
The decision is being seen as significant for the real estate and construction sector, as developers and stakeholders will now have to operate under the reinstated older regulatory framework.
