Chandigarh, February 21 -

Haryana Chief Minister Manohar Lal said that the results for approximately 28000-29000 posts will be declared within the next eight days. He said that the current state government's tenure, spanning 9 and a half years, has witnessed a significantly higher volume of recruitments compared to the previous government’s 10-year term. Under the present government's initiatives, the introduction of the Common Entrance Test (CET) streamlines the recruitment examination process for Group C and D positions. The CET aims to streamline the selection process by merit-based criteria, eliminating the necessity for interviews and promoting the selection of deserving youth.

The Chief Minister was replying to the Governor's address on the second day of the budget session of the Haryana Vidhan Sabha here today.

Sh Manohar Lal said that the government has established Haryana Kaushal Rozgar Nigam (HKRN) to protect the employees already employed on temporary jobs through contractors from exploitation by the contractors. This initiative aims to allocate outsourced jobs to the youth while ensuring additional benefits such as EPF and ESI. Moreover, approximately 108,000 employees currently outsourced have been transitioned to the HKRN. The selection process for youth within the Nigam adheres to transparent principles. Furthermore, it has been decided that departmental demands submitted to the HKRN for employee requirements can be modified prior to employee selection. Upon selection, it becomes mandatory for the department to given joining to the employee. Additionally, job opportunities will be exclusively offered to youth residing in the concerned district and relevant block, with no employment extending beyond district boundaries.

Provided employment opportunities to more than 30 lakh people in the private sector in the last 9 and a half years

In a jab at the opposition's portrayal of unemployment figures, Sh. Manohar Lal thanked the opposition that they have come down from 36 percent to 9 percent. He pointed out that the opposition often cites data from CMIE (Centre for Monitoring Indian Economy), which initially showed 2.6 percent unemployment in Haryana in December 2016 but later surged to 37 percent. In October-December 2023, CMIE recorded 8.6 percent unemployment in the state. He underscored the government's initiative of issuing family identity cards, where individuals had self declared their employment status. According to this data, the unemployment rate ranges between 7.5 to 8 percent.

He stated that over the past nine and a half years, employment opportunities have been provided to more than 30 lakh people in the private sector. The state has witnessed a consistent rise in investment, leading to the expansion of industries and subsequently, increased job opportunities for the youth. Notably, Haryana holds the top position in per capita GST collection among major states, he added.

Addressing the appointment of the Chairman of the Haryana Electricity Regulatory Commission, Mr. Manohar Lal clarified that the selection process involves a committee. He highlighted the distinguished background of Sh Nand Lal Sharma, who served as the Chairman of SJVN Electricity Corporation for an extensive period and also chaired BBMB for a duration. He also contributed in setting up a thermal power plant in Chhattisgarh, his experience in this field is much greater.

He said that the government has swiftly responded to instances of corruption. Anil Nagar, an HCS officer, was promptly dismissed under Article 311 of the Constitution following corruption allegations. He said that an administrative officer associated with Railway recruitment has been assigned to state government recruitment agencies as a Secretary/Joint Secretary, tasked solely with official duties. It's important to note that the Chairman is solely responsible for all examination-related tasks, while the Secretary/Joint Secretary's role is devoid of involvement in confidential matters.

Sh. Manohar Lal highlighted significant progress in the energy sector, stating that under the previous administration, Haryana's power companies incurred a loss of Rs 31,000 crore. Through sustained efforts, the current state government has successfully steered these companies towards profitability. Notably, two of Haryana's power companies have achieved an A+ rating. The state now boasts surplus electricity, and remarkably, there has been no increase in electricity tariffs over the past nine and a half years. Furthermore, uninterrupted electricity supply is now available in 5,898 villages across the state. He said that state government is also establishing a 800 MW thermal power plant in Yamunanagar, with the tendering process already underway. Additionally, an MoU has been exchanged to secure 800 MW of power for Haryana from a power plant being developed in Orissa, further strengthening the state's energy infrastructure, he added.
