Canadian government has announced a major immigration initiative that could bring significant relief to thousands of temporary residents, including Indians and particularly people from Punjab. Under the special one-time transition program, Canada plans to help up to 200,000 people already living in the country obtain Permanent Residency (PR) by 2027.
Announced alongside Canada's 2027-2029 Immigration Levels Plan on November 5, 2026, the initiative aims to provide greater stability to people who have already established themselves in the country through employment, family ties and contributions to the Canadian economy.
The program will cover two major categories, with up to 100,000 places allocated to each.
Up to 1 lakh workers and their families to benefit
The first category will cover up to 100,000 workers and their family members. It will primarily include individuals eligible under the Provincial Nominee Programme (PNP), as well as applicants who have already submitted applications under selected federal immigration programs.
These include the Atlantic Immigration Program, certain federal business immigration programmes, the Agri-Food Pilot and home care worker programs. Provinces and territories will also be involved in identifying workers according to their regional labour market requirements.
Another 1 lakh places for humanitarian and family cases
The second category will cover up to 100,000 people under humanitarian and family-based immigration measures.
It will include applicants who have already been found eligible for permanent residency on humanitarian and compassionate grounds, spouses and dependent children of Canadian citizens and permanent residents living in Canada, as well as applicants under special immigration pathways related to Ukraine and Hong Kong.
The government aims to use the additional admissions spaces to clear existing applications, fulfil humanitarian commitments and help families stay together.
More than 7 lakh PR applications awaiting final decisions
The scale of the initiative becomes clearer from Canada's immigration figures. According to data available as of August 31, 2026, a total of 715,340 permanent residence applications were awaiting final decisions.
These included 256,555 applications under the economic category, 167,170 under the family category and 291,615 under the protection and humanitarian category.
However, these figures include applications at different stages of processing and those waiting due to admission limits, so all of them cannot technically be classified as pending cases.
Indians among the largest groups of temporary workers
The importance of the announcement for the Indian community can also be understood from work permit figures. In 2025, a total of 215,250 work permits for Indian citizens became effective in Canada. The figure includes both newly issued permits and extensions, making Indians the largest nationality group receiving Canadian work permits.
Although the Canadian government has not released separate figures for Punjabi applicants awaiting PR decisions, the new initiative is expected to draw considerable attention among Punjabi workers and families settled in the country.
According to immigration expert Pooja Singh, the initiative is expected to benefit people who have spent several years in Canada, secured employment and contributed to the country's economy.
However, the program does not offer automatic permanent residency to every temporary resident. Work permit holders and international students will have to meet the eligibility requirements of the specific immigration category to benefit from the initiative.
