Haryana CM Nayab Singh Saini said that legislative drafting is not merely a technical exercise, but a powerful means to strengthen democracy, making it more effective and closer to the people. He said that clear and well-framed laws are the true strength of any democratic system. While drafting legislation, it is equally important to keep in mind future challenges and technological advancements.
The Chief Minister was speaking at a two-day training programme on legislative drafting and capacity building, organized by the Haryana Legislative Assembly in collaboration with the Institute of Constitutional and Parliamentary Studies, Lok Sabha, at the Mahatma Gandhi State Institute of Public Administration, Sector 26, Chandigarh.
The workshop was inaugurated by Lok Sabha Speaker, Om Birla. Haryana Assembly Speaker, Harvinder Kalyan, Karnataka Assembly Speaker, U.T. Khader Farid, and Haryana Assembly Deputy Speaker, Dr. Krishan Lal Middha, were present on the occasion.
Nayab Singh Saini said that this is not merely a training programme, but an effort to simplify, strengthen, and make democratic traditions more vibrant and relevant to the needs of the present times. He added that India’s democracy, the largest in the world, draws its strength not only from the electoral process, but also from the clarity, effectiveness, and people-centric nature of its laws. The legislature is the backbone of democracy, and its true power lies in the laws it enacts. You are the ones who draft these laws, and therefore it is vital to remain familiar with contemporary realities and technological progress, he added.
Highlighting the complexity of legislative drafting, the Chief Minister stated that it requires balancing the spirit of the Constitution, the directions of the judiciary, the needs of the executive, and, above all, the aspirations of the people. He underlined that good legislative drafting must always take into account the interests of every section of society.

The Chief Minister said that in today’s rapidly changing society, the digital age has introduced new dimensions to governance and administration. Therefore, modernity and innovation are essential in legislative drafting. He added that the Assembly is not merely a platform for debate and discussion, but also a living symbol of the people’s aspirations and expectations. He said that the responsibility entrusted by the Constitution is sacred, and every law enacted in the Assembly must embody its true spirit. Social justice, equality, and inclusiveness must form the foundation of every bill, he said.

Saini said that Haryana has always upheld the democratic values of the nation. The State Assembly has consistently taken new initiatives to enhance transparency and efficiency in its functioning. Today, the Haryana Assembly is regarded as one of the leading Assembly in the country in the fields of e-legislation, digitization, and transparency. This training programme on legislative drafting is yet another significant step in that direction.
He further said that the training is of immense importance for all officials, as they form the vital link between policy and law. It is through their efforts that a bill is drafted in clear, coherent language and presented before the House. This is not merely a technical responsibility, but also a constitutional duty. “Your pen ensures that the laws enacted are not only fair and just, but also resonate with the aspirations of the people. Therefore, treat this training not simply as a programme, but as an opportunity for public service,” he added.
