Around 4 lakh pending revenue cases resolved in Revenue Lok Adalats

Himachal Pradesh Government under the leadership of CM Sukhvinder Singh Sukhu has undertaken radical reforms in the revenue related matters to offer transparent, convenient and seamless services to the people across the State during the last two and half years of its tenure.
A spokesman of the State Government said that the government had been organizing Lok Revenue Adalats at Sub Tehsil and Tehsil levels in the State to redress the revenue related grievances of the people nearer to their homes. He said that the department has done 3,33,892 mutations, 20,369 partitions, 36,164 demarcations from October, 2023 to June, 2025 besides making 9435 corrections in the revenue records. He said that this initiative of the present State Government had provided great relief to the land owners.
He said that acting on the directions of the Chief Minister, the Revenue Department is also leveraging modern technologies in its functioning to benefit the people. So far, 90 percent Village Maps have been uploaded on Bhu-Naksha portal, whereas Unique Identification Number or Bhu-Aadhar has been generated for 1.19 crore Khasra numbers against the total of 1.44 crore. The department has also integrated 71 percent land accounts (Khatas) with the Aadhar numbers and Aadhar seeding of 30 percent landowners have been completed. The Chief Minister has also instructed the Department to completely digitize Revenue Court Cases filing and Court Cases Management alongwith the mutation process.
The Spokesman said that to accelerate the long pending revenue cases, the State Government has also amended the Himachal Pradesh Land Revenue Act, 1954, enabling the competent Revenue Officers to generate e-summons. The service of summons can be done through e-mails or whatsapp to reduce the lengthy procedures and avoid undue delay in disposing of the revenue cases.
Taking another step forward, he said that the State Government has also launched paperless registry system (My Deed) under which people can apply to Registry Tehsildar from anywhere, anytime and have to visit the Tehsil only once. The applicant would be given a slot to visit the office and the whole process will be completed during their single visit. He said that Jamabandi format in Hindi has been simplified, eliminating the traditional Urdu and Farsi words, so that people could understand it easily. The introduction of e-Rojnamacha is another leap forward towards e-governance, allowing the Patwaris to record and report the daily incidents. He said that it will also help the Tehsildar to monitor the working of the Patwaris in a better way and online mutation register will also be linked.
The revenue department is also working on preparing digitally signed Jamabandi module eliminating the need for physical visits to Patwarkhana for getting 'fard' of the land. Efforts are afoot to prepare online mutation module so that time for registration of mutation could be minimized and it can directly be linked with the jamabandi. He said, "These digital initiatives of the State Government will discourage frequent visits of people to the government offices for getting their works done." He said that such steps go a long way in redressing the public grievances speedily and provide succour to the aggrieved parties.
