Haryana to setup Haryana State Revenue Training Institute for training and capacity building of revenue officials
71% Tatima Updation work completed as part of Large Scale Mapping Project across the state

In a decisive push to modernize agricultural data management, streamline land records, and strengthen census operations, Haryana’s Financial Commissioner Revenue, Dr. Sumita Misra, announced a series of far-reaching initiatives *during a detailed review meeting with all Deputy Commissioners of the state*. Looking ahead, she also proposed the establishment of a Haryana Revenue Training Institute on about 20 acres of land to serve as a state-of-the-art centre for training and capacity building of revenue officials.
Dr. Misra informed that the state will roll out Agristack-based crop surveys and farmer registries from the next agricultural season. As groundwork, one village in every tehsil will be taken up as a pilot project, with master training of officials concluding tomorrow. Patwaris and revenue sahayaks will subsequently be trained by the master trainers to operationalize the initiative.
Financial Commissioner Revenue directed all Deputy Commissioners to clear pending mutations in campaign mode. The FCR directed districts to strictly adopt the First-In-First-Out (FIFO) system on the Web HALRIS platform. This will eliminate manual discretion, ensure fairness, and speed up service delivery. Dr. Misra stressed that reducing backlog is essential before processing new cases. She underlined that mutation pendency must be cleared by October 15, 2025.
Dr. Misra who is also the State Nodal Officer to oversee all Census 2027-related activities also directed that pilot census operations will commence in Panchkula, Hisar, and Faridabad in October–November 2025, setting the stage for the nationwide census. House listing operations are scheduled for April–September 2026, followed by population enumeration in 2027. She clarified that in each district, the City Magistrate will act as the nodal officer to oversee census work and all Deputy Commissioners will be Principal Census Officers.
During the meeting Dr. Sumita Misra said that that as part of the Large-Scale Mapping Project, 71% Tatima Updation work is completed across the state. She informed that out of 62.72 lakhs number of tatima 44.60 lakh has been completed and updated till August 18, 2025. Accordingly she further directed all DCs that work of tatima updation should be completed by October 15, 2025.
The meeting also focused on boundary disputes with Uttar Pradesh. The Survey of India has already handed over precise locations for the erection of boundary pillars, and funds have been released. Dr. Misra directed Deputy Commissioners of Panipat, Sonipat, Faridabad, Palwal, and Karnal to expedite construction and report progress regularly.
