Haryana Govt Reopens HKRNL Portal to Update Data of Eligible Contractual Employees

The Haryana Government has issued fresh instructions to reopen the portal of Haryana Kaushal Rojgar Nigam Limited (HKRNL) for updating and porting accurate data of eligible contractual employees to ensure security of service benefits.

According to instructions issued by the Chief Secretary’s Office, the HKRNL portal will be reopened exclusively for those contractual employees who were engaged on or before March 31, 2022, and are still in service. The window for data updation and porting will remain open till February 20, 2026. The decision follows multiple representations from contractual employees who, despite fulfilling eligibility criteria under the Act and Rules and completing more than five years of service as on August 15, 2024, were unable to receive one-time passwords due to incomplete or incorrect data entries.

The State Government has observed that discrepancies mainly arose due to non-updation or incorrect updation of employee details—particularly mobile numbers—either in the HKRNL database for Part-I contractual employees or in the Treasury and Accounts database for Part-II employees. It was also noted that some employees receive remuneration directly from government organizations and are not linked with the Treasury or HKRNL systems.

Taking serious note of these issues, the Government has directed all departments, boards, corporations and authorities to ensure that Drawing and Disbursing Officers promptly update complete and accurate data of all eligible contractual employees. Departments have been instructed to complete the updation process within five days to facilitate smooth submission of applications on the portal.

The Treasury and Accounts Department and HKRNL have also been directed to share real-time updated data to ensure efficient functioning of the portal. Additionally, departments must send details of eligible employees who are paid directly by government organizations to HKRNL for registration and issuance of temporary identity cards, while ensuring that only eligible candidates are registered to avail benefits under the Security of Service provisions.
