Action will be taken against violators as per the ECI rules

Haryana Chief Electoral Officer, A Sreenivas said that in our democratic system, the election process is an extremely important function. According to the guidelines of the Election Commission of India(ECI), it is the responsibility of the Chief Electoral Officers of states and Union Territories to ensure its implementation in their respective regions. In this context, in Haryana, 11 unrecognized political parties of the state that failed to submit details of election expenditure within the prescribed timeframe during Lok Sabha and Assembly elections have been directed to submit the necessary documents/written statements.
He informed that under the provisions of Section 29C of the Representation of the People Act, 1961, all political parties registered with the Election Commission of India are required to submit their annual audited accounts and election expenditure reports on time.
He further said that the 11 registered unrecognized political parties (RUPPs) of Haryana, which had obtained registration up to December 2018, have not submitted their audited accounts for the past three financial years (2021-22, 2022-23, and 2023-24) within the prescribed dates. Additionally, these parties, despite contesting elections, have not filed their expenditure reports on time. The details of election expenditure must be submitted within 75 days for Assembly elections and within 90 days for Lok Sabha elections.
The Chief Electoral Officer said that these parties have been directed to submit the required documents/written statements by October 13, 2025. Furthermore, they will be given an opportunity for a hearing on October 16, 2025.
He added that the Presidents/Secretaries of unrecognized political parties have been directed to ensure timely submission of the required documents and statements at the office of the Chief Electoral Officer, Haryana, 30-BEZ Building, Third Floor, Sector 17-B, Chandigarh – 180017. Failure to comply will result in action against them as per the rules of the Election Commission of India.
Sreenivas said that the unrecognized political parties registered with the Election Commission of India include: Adarsh Janata Seva Party, Karnal; Aapki Apni Adhikar Party, Faridabad; Aarakshan Virodhi Party, Faridabad; Ambedkar Samaj Vikas Party, Yamunanagar; Rashtriya Jan Shakti Party (Eklavya), Panipat; Rashtriya Jatigat Aarakshan Virodhi Party, Sonipat; Rashtriya Lok Swaraj Party, Karnal; Rashtriya Sahara Party, Gurugram; Republican Backward Congress, Charkhi Dadri; Sarv Jan Samaj Party (Nand Kishore Chawla), Hisar; and Tola Party, Palwal.
