Haryana Chief Minister Nayab Singh Saini chaired a state cabinet meeting in Gurugram on Wednesday. Addressing a press conference after the meeting, he stated that a one-day special session of the Haryana Legislative Assembly will be held on April 27. During this session, the Haryana Clerical Service Bill-2026 will be introduced.
Under the proposed bill, Group D employees belonging to the common cadre who have completed five years of service will be eligible for promotions. The Chief Minister stated that the draft bill includes a provision to increase the promotion quota for clerical posts from Group D employees from 20% to 30%. Additionally, a mandatory provision of 5% ex-gratia posts has also been incorporated into the rules.
On the issue of women’s reservation, CM Saini criticized opposition parties, stating that the incidents in Parliament on April 16 and 17 exposed their “true face” before the nation. He alleged that opposition parties have historically been anti-women and driven by power ambitions. Calling those days a “black chapter” in the country’s history, he said opposition parties have treated women merely as a vote bank while denying them participation in decision-making.
He added that the Prime Minister has clearly stated that women’s participation is not a matter of charity, but a right. He also accused the opposition of spreading misinformation and confusion in the name of delimitation, claiming that it would harm certain states.
